I will guess that this is a photo from the 1920’s.

Update: Info From Norkio on the shoes:
The shoes the boy is wearing are called Brogans or similar. The girl has on Mary Jane's. They were probably inexpensive single last or double last shoes. I forget when they went to the double last. Might have been at the turn of the century.
